 周一“华尔街邮报”上发表的有关Windows 7 Starter版本三个程序限制的文章引起了公众的广泛关注。或许是为了安抚一下用户的情绪，微软就此事特地解释了一番，微软发言人称并不是说所有的Netbook只能运行Windows 7 Starter版本，OEM厂商可以选择不预装此款有限制的Windows 7版本。

“所有Windows 7的版本都可以在Netbooks上流畅运行，也就是说Netbook较低的硬件配置并不会影响Windows 7版本的功能。微软只是想通过Windows 7 Starter向公众介绍一款较小版本的系统，但又不失舒服的界面、更快的开关机速度、改进型电源管理、更长的电池寿命、增强型媒体支持以及超强的安全性可靠性和稳定性。”

今年2月，微软宣布Windows 7 Starter版本只会在发达国家市场通过零售渠道销售，而对于发展中国家市场，对应的版本为Windows 7 Home Basic。

“我们已经对Windows 7进行了大量的改进，目前而言，这些改进已经足够使所有Windows 7版本都得以在Netbooks上流畅运行。用户可以任意选择他们想要的版本。如果对Starter版本不满意，用户完全可以选择Windows 7 Home Premium。”

There will very likely be some netbooks shipped in the US and other developed markets this year that will feature the Windows 7 Starter Edition SKU announced in February.
