 在Windows 7的众多版本中，Starter版本可以说是最受争议的一个。尽管微软还没有公布此版本的相关细节，但从最近泄露的Windows 7 Build 7068中的Starter版本来看，用户可能不会乐意接受这样的版本，因为其中的三个程序和壁纸更换限制。不过微软似乎要乐观得多，尤其是谈及netbooks时。

微软预计，Windows 7 Starter版本将会迅速抢占现有Netbooks的Linux市场份额。另外，虽然微软一再强调Windows 7是以Home Premium版本为主的，但软件巨头同时也表示将尽可能地帮助OEM厂商预装Windows 7 Starter。
