 除了Windows 7的客户端和服务器系统之外，微软还打算让Windows XP在一系列设备上正常运行。早在2008年10月底，微软就曾透露内嵌式操作系统将跳过Vista，直接过渡到Windows 7。也就是说，下一代Windows内嵌式系统将是基于Windows 7的。微软已经开始为这一开发代号为“Quebec”的系统准备工具了。这些工具将会在2009年5月11日-15日的TechEd北美展会上公布。

微软正在积极为内嵌式系统开发者们提供工具，开发者们可以用这些工具来设计，自定义和组件内嵌式系统，当然也可以用来进行调试，测试和维护。Windows内嵌式系统“Quebec”是Windows 7的内建式系统。

10月时，微软宣布开始生产Windows嵌入式系统2009，该系统仍然基于XP，不过也是最后一个基于XP的嵌入式系统了。因为，此后基于Windows 7将会代替XP称为内嵌式系统的母系统了。在TechEd上，微软将会发表关于Windows嵌入式设备的深度观点。

In addition to the Windows 7 client and server operating system, Microsoft plans to take Windows Vista's successor on an array of devices where Windows XP feels right at home. At the end of October 2008, the Redmond company revealed that it would skip Vista entirely with its next iteration of Windows Embedded operating systems, and jump straight to Windows 7. In the context in which Windows Embedded Standard vNext will be based on Windows 7, Microsoft is already gearing up to detail the tools that will be available for codename “Quebec,” namely the componentized version of Windows 7. These utilities for Windows Embedded Standard vNext “Quebec” will be presented at TechEd North America 2009 between May 11-15, in Los Angeles.
