 最近，国外网站TechArp泄露的一份文档表明，早在去年12月10号时微软就已经向OEM合作厂商公布了Windows 7的升级计划。也就是说，在2008年底时，微软就打算从2009年7月1日起为购买Vista机器的用户免费升级到Windows 7。泄露文档显示购买期限为2009年7月1日至2010年1月31日。

The Redmond company released the draft of the Windows 7 Upgrade Program to OEM partners on December 10, 2008, a document that was leaked by TechArp. Even at the end of 2008, Microsoft was planning to debut the initiative on July 1, 2009. Via the Windows 7 Upgrade program, customers acquiring Vista PCs will be given the opportunity of inexpensive and free upgrades to Windows 7, as long as they will buy the machines with Vista and not wait for the launch of Windows 7. The latest documentation leaked for the program reveals an Eligibility Period spanning from July 1, 2009 through January 31, 2010
